Functions

01.

Applies professional knowledge of design policies, applications and principles to analyse, comment and coordinate specific processes associated with the implementation, monitoring and communication phases of local/site scale projects, by

Preparing and/or examining and commenting on findings on developmental proposals with due consideration given social, visual, functional, temporal and perceptual dimensions impacting on the project.

03.

Facilitating the collation of contractual documents inclusive of specifications, schedules of quantities, tender documents and advertisements completed externally and/or internally.

04.

Guiding the drafting, adjudication and reporting processes with regards to contracts/tenders and verifying details, terms and conditions, specification etc. to comply with laid down policies, regulations and procedures

05.

Serve as a member of Bid Committee for the recommendation of appointment of consultants and/or contractors to provide services and goods.

06.

Attend external meetings and presentation to funders regarding progress, performance, AFA and make recommendations for the approval of projects business plans.

07.

Monitoring project deliverables against milestones and critically examining interim reports with a view to identifying and addressing deviations from agreed scope of work.

08.

Ensure co-ordination of regular progress meetings at local level, as well as presentation at national progress meetings and disseminating technical information and application knowledge to specialised disciplines engaged in the project

09.

Preparing detailed technical reports outlining specific constraints and opportunities for changing key performance areas to sustain the quality of output.

10.

Implementing procedures to administer contracts and the processing of completion and authority to sign payment certificates as responsible person when needed. Ensure adherence to all legislation and policies regarding the implementation of projects.

11.

Resolving technical conflicts and contractual claims and preparing the necessary reports.

12.

Exercise supervision in the management of consultants and contractors regards approval of payment certificates, approval of variations orders in projects, cash flows, scope of works, business plans and implementation of projects.

13.

Ensure implementation of all capital infrastructures as delegated by director.

14.

Manage cash flow and ensure committed project expenditure.

15.

Support the Technical director with the effective management and overseeing of the Technical service authority section and the management of the MIG programme. Responsible for business plans evaluation, reporting, inspections snagging and project closeout and any programmes linked to the Technical services functions.

16.

Submission of Monthly, quarterly, annually and ad hoc reports to national, provincial and senior management when required.

17.

Verbal reporting to the Technical director regarding problems, incidents, suggestions in the performance of tasks, state of infrastructure and machinery or tools.

18.

Ensure that government department are informed on project status and liaise with all role players on the implementation process.

19.

Management of EPWP and CWP programmes within the municipality and liaise with provincial departments for any relevant reporting requirements when needed.

20.

Co-ordination of the project based capacity building initiatives by ensuring that development objectives are met and also ensure skill transfer to local SMME’s during implementation stage.

21.

Planning cash flow schedules and preparation of internal budget in accordance to MIG allocations and availability of capital budget in accordance with IDP.

22.

Preparation of in-house draft budget and adjustment budget using previous year information and analyse as basis.

23.

Update Technical director PMS and provide POE’s supporting schedules in a quarterly basis.
